  3.                             MDMA  - FDA REPORT

  6.    The Food and Drug Administration has received inquiries about
  7. the drug  MDMA  (3,4-METHYLENEDIOXYMETHAMPHETAMINE) referred
  8. to in news media stories as an unregulated "DESIGNER DRUG."
  9.  
  10.    The following may be used to answer inquiries.

  12.     MDMA  is a psychotropic drug, street named "ADAM" and
  13. " ECSTASY, " popular among a small number of therapists and
  14. psychiatrists, although it has never been approved by FDA.  The
  15. therapists claim that  MDMA  increases perceptions of self-insight
  16. and empathy.  Recreational users claim that the drug relaxes
  17. inhibitions and enhances communications and sex.  However, no
  18. INDs have been filed with FDA.
  19.  
  20.    Chemically,  MDMA  is related to both the amphetamines and
  21. mescaline and especially to a potent stimulant known as MDA.
  22. Although it was developed in the 1970's, there was no
  23. enforcement activity involving  MDMA  manufacture or possession
  24. prior to last July.  At that time, after a strong upsurge of
  25.  MDMA  street use, the Drug Enforcement Administration (DEA)
  26. proposed listing it as a "Schedule 1 Controlled Substance" --
  27. the category for drugs with no medical use and a high abuse
  28. potential.  In the Schedule 1 category (which includes heroin,
  29. LSD and MDA), clandestine production or sale of  MDMA  would be
  30. punishable by up to 15 years in prison and a $125,000 fine.

  32.    The DEA proposal was protested by some nurses, physicians and
  33. professors of pharmacology who wrote letters demanding a
  34. hearing.  They challenged the proposed scheduling on the grounds
  35. that the drug has only a low or moderate abuse potential and has
  36. great therapeutic usefulness.

  38.    DEA announced May 31, 1985 it will not wait for hearings before
  39. acting because recent data indicate that the drug is being
  40. abused in 28 states.  DEA is using a 1984 change in the
  41. Controlled Substances Act which allows emergency scheduling of
  42. drugs for one year.  DEA's emergency ban will become effective
  43. July 1.

  45.    The emergency action is an interim measure to curb  MDMA  abuse
  46. until the longer administrative process can be completed.  DEA
  47. has scheduled hearings June 10 and 11 in Los Angeles and July 10
  48. and 11 in Kansas City.  A third hearing will be scheduled later
  49. in Washington, DC.  FDA will participate in the hearings to
  50. testify on the pharmacological aspects of the drug.
